Ashdod doesn't have neighbourhoods in the usual Israeli sense. It is a planned city built quarter by quarter, and each quarter (rova) was designed to work like a small town, with its own schools, culture centres, commercial centre, park and public services. Wide boulevards separate the quarters (Ashdod Municipality (נפתח בכרטיסייה חדשה)). The residential quarters are named after Hebrew letters, from Rova Alef to Rova Yud-Zayin, and unlike in other cities they are not split into named sub-neighbourhoods (Hebrew Wikipedia (נפתח בכרטיסייה חדשה)).
On top of those come the special quarters: the City (HaKirya, including the Mar'ar business district), the Marina, Metropol (the former Special Quarter) and Park Lachish. Two names you may see online don't exist: there is no Rova Yud-Chet and no "Kiryat HaYam" in Ashdod (Hebrew Wikipedia (נפתח בכרטיסייה חדשה)). Each quarter has its own municipal administration, set up in 2011, with an office, a WhatsApp number and opening hours for local services and complaints (Ashdod Municipality (נפתח בכרטיסייה חדשה)).
Nefesh B'Nefesh says its olim aged 40 and over mostly live south of Sderot Yerushalayim, while younger olim live all over the city, and it names Rova Yud-Zayin and the Marina as popular (Nefesh B'Nefesh (נפתח בכרטיסייה חדשה)). If you want a shortcut, the neighbourhood matcher asks a few questions and suggests quarters to look at. Here is how I'd read the map.
The older quarters: Alef, Bet, Gimel, Dalet, Heh, Vav, Chet
The older quarters (Alef, Bet, Gimel, Vav and Chet) are 1950s-70s housing blocks, mostly below the city average socio-economically according to the municipality, with many TAMA 38 and pinui-binui renewal projects (Ashdod Municipality (נפתח בכרטיסייה חדשה)).
- Rova Alef is the first quarter, by the Lido, Oranim and Mei Ami beaches, with the pedestrian Rogozin St at its heart (Visit Ashdod (נפתח בכרטיסייה חדשה)). The municipality rates it socio-economic level 4.
- Rova Bet has the Rova Bet market, described as the oldest in the city, where you hear Hebrew, Russian, French, Arabic and Moroccan (Visit Ashdod (נפתח בכרטיסייה חדשה)). The Star Center mall is here too.
- Rova Gimel has more than 23,000 residents, the largest quarter population according to the municipality. Most residents are Haredi or traditional, with many immigrants from Russia and Ethiopia (Ashdod Municipality (נפתח בכרטיסייה חדשה)).
- Rova Dalet is about 33% immigrants and Rova Heh about 38% (Ashdod Municipality: Dalet (נפתח בכרטיסייה חדשה); Heh (נפתח בכרטיסייה חדשה)).
- Rova Vav and Rova Chet are older eastern quarters with a mixed religious, secular, Haredi and immigrant population.
These suit people who want established shops and markets on the doorstep and don't mind older buildings, some of them under renovation.
Rova Zayin: the Torah-observant quarter
Rova Zayin is entirely Torah-observant, with about 22,000 residents, around 70 synagogues and 106 kindergartens, according to the municipality (Ashdod Municipality (נפתח בכרטיסייה חדשה)). It is closed to cars on Shabbat and holidays (Hebrew Wikipedia (נפתח בכרטיסייה חדשה)). It has its own Maccabi medical centre and a Clalit clinic with evening duty hours.
Russian-speaking hubs: Yud, Yud-Gimel, the City and Tet
- Rova Yud and Rova Yud-Gimel were built in the early 1990s for the aliyah from the former USSR, and about 65% of their residents are former-USSR immigrants (Ashdod Municipality (נפתח בכרטיסייה חדשה)). The HaDor HaRevi'i synagogue in Rova Yud has a Russian-speaking community.
- The City (HaKirya): 43% of residents are new immigrants, mainly from the former Soviet Union (Ashdod Municipality (נפתח בכרטיסייה חדשה)). It is also the transport and office hub, with City Mall, the central bus station and city hall.
- Rova Tet mixes former-USSR immigrants, long-time residents and Haredi residents, is ranked above the city average socio-economically and is next to the train station (Ashdod Municipality (נפתח בכרטיסייה חדשה)).
French-speaking hubs: Yud-Bet, Yud-Alef and the Marina
- Rova Yud-Bet: the municipality says its population includes "upgrading families and Jews from France" (Ashdod Municipality (נפתח בכרטיסייה חדשה)). Matnas Safra is here.
- Rova Yud-Alef: private houses in the first rows from the sea, more than 70% labour-force participation and more than 50% post-secondary education, and the municipality says established families seek it out (same source). A synagogue for French speakers is listed in its commercial centre on Kinneret St (Kipa (נפתח בכרטיסייה חדשה)); that comes from a community site and I have not confirmed it locally.
- The Marina: 32% of residents are new immigrants, mainly from France. Most apartments there are rented, and the population is older and well-off (Ashdod Municipality (נפתח בכרטיסייה חדשה)).
The newer south: Tet-Vav, Tet-Zayin and Yud-Zayin
Tet-Vav (1986) and Yud-Zayin (2002) mix private houses and apartment blocks next to the southern beaches. Tet-Zayin (2007) is mostly towers, with mainly young couples (Ashdod Municipality (נפתח בכרטיסייה חדשה)). The Dekel community centre serves all three (Ironit (נפתח בכרטיסייה חדשה)).
Few or no residents yet: Yud-Daled, Metropol and Park Lachish
- Rova Yud-Daled was never built because it covers the Great Dune. Building there was approved in 2022 (Hebrew Wikipedia (נפתח בכרטיסייה חדשה)). For now it is the Great Dune, about 35 m high, in the sands nature area at the south-east edge of the city (Visit Ashdod (נפתח בכרטיסייה חדשה)).
- Metropol (the former Special Quarter) is mostly non-residential, with Assuta Ashdod hospital and the train station.
- Park Lachish is a new mixed-use quarter being built in the north of the city, east of the port (Hebrew Wikipedia (נפתח בכרטיסייה חדשה)).
Whatever quarter you choose
Approximate populations from Hebrew Wikipedia: Gimel about 24k, Zayin about 22k, City 22k+, Yud-Alef and Yud-Gimel 19k+ each, Alef, Dalet, Heh, Chet and Yud-Bet about 16k each, Vav 14k+, Tet-Vav about 11k, Bet and Tet about 10k, Yud 9k, Tet-Zayin 7k+, Yud-Zayin 5k+ and the Marina 2,500+ (Hebrew Wikipedia (נפתח בכרטיסייה חדשה)).
- The municipality lists Tipat Halav stations (mother-and-child clinics) across the quarters (Ashdod Municipality (נפתח בכרטיסייה חדשה)).
- The religious council says mikvaot exist "in almost all areas of the city" (Ashdod Religious Council (נפתח בכרטיסייה חדשה)).
- The beach strip is about 6 km long, with seven declared bathing beaches (Ashdod Municipality (נפתח בכרטיסייה חדשה)).
